You have the useful code for the online route
Under the current official procedure, a recipient with a CTT can use the INE electronic route with NIE + CTT if they do not use Cl@ve. A person with Cl@ve can identify through Cl@ve instead.
2027 timing
Under the current BOE procedure, applications for a municipal election are made from 1 December of the previous year to 15 January of the election year. For 2027 that means:
1 Dec 2026 → 15 Jan 2027

- Choose the procedure for registration in the electoral census of foreign residents for municipal elections.
- Identify yourself using Cl@ve, or use NIE + CTT where that option is offered.
- Complete the official application and save the confirmation.
